Botley Rd / Ferry Hinksey Rd junction is lethally dangerous for eastbound cyclists

I — literally — almost lost my life today on this junction. I was cycling eastbound into town on the Botley Road, with in the usual morning traffic. As I passed the (green) traffic light, there was a truck to my right on the carriageway. Like me, the truck was travelling eastbound along the Botley Rd.
A few cars in front of the truck decided to turn right (onto Ferry Hinksey Rd), but had to wait for oncoming traffic, thereby filling up the area reserved for right-turning traffic. In order to pass the cars ahead of him, the truck driver suddenly and aggressively swerved into the mandatory (!) on-road cycle lane, almost crushing me under its front axle. I could only jump off my bike just in time. The driver stopped and apologised profoundly.
It turns out that white painted lines on a road don't protect cyclists from motorists.
Major improvements are planned, but this stretch of the Botley Rd will only be considered in phase 2 (currently not scheduled). There is a simple, quick, and cheap solution that will almost certainly save lives: extend the curb on Frideswide Bridge that segregates cars from cyclists. By extending that curb (indicated in the second picture) onto the junction, and all the way to the traffic lights, motorists will no longer be able to swerve into the mandatory cycle lane. An opening of 1-2 metres should allow cyclists from Ferry Hinksey Rd to join the cycle path on Frideswide Bridge.

Thank you for your report. However we do not have any budget for the measures suggested. Also even if funding was available the necessary design work would take any implementation closer to the planned scheme for the Botley Road.

No budget for a few pieces of curb and a days' worth of work? I guess we'll have to wait for someone to actually get badly hurt on this intersection, before any action is taken.
That's disappointing — to say the very least — for a city that dares to call itself "one of few true 'Cycling Cities' in the United Kingdom".
