Temporary traffic lights in place but no work going on

There have been temporary traffic lights in this location since the beginning of the year (apart from about two weeks). For the last six weeks there has been no work carried out on the road itself which would require this very busy highway to be disrupted continually by these three-way traffic lights. I did see someone doing something very briefly yesterday on the roundabout itself but he was not there for long. Surely companies can be fined for causing unnecessary disruption to major highways? I have tried contacting Croudace but they have not replied. Please investigate why a major highway is being disrupted unecessarily
