Pavement more than half-way blocked, border of the house on the corner of Elizabeth Drive and Highclere Gardens

Greenery has been allowed to spill out from the tiny side border of the house on the corner of Elizabeth Drive and Highclere Gardens.
The house is number 36 but I am not sure which road it belongs to - probably Highclere Gardens.
As you can see from the photo, they have allowed their bushes, shrubs and general greenery to spill out more than halfway across the pavement.
There is also now a thick layer of moss and debris on the inner half of the pavement for some way along the side of their house, because we can't walk on it.
The owners do not respond well to being asked to cut it back, so can you please send a team with a chainsaw to cut the greenery back properly, to within their boundary, and to clear up the mess over the pavement.
This also continues round the corner to the front of their house, where their conifers etc are blocking more than half of the pavement which makes it almost impossible to get a buggy safely round that corner, which also has a dipped kerb in it.
