Illegal parking on grass verge all along Kings Close/Moats Crescent despite double yellow lines being in place

Indiscriminate parking along the grass verges all along Kings Close down to Moats Crescent (see photos) is creating a number of issues for residents including:
1) Reducing the verges to an unsightly state with ruts and bear patches where grass is not being allowed to grow.
2) Damaging the road/pavements due to the intensive use of the street for parking mainly by workers/shoppers.
3) The parking can also obstruct the highway preventing pedestrians and wheelchair users from accessing the footways.
4) The grass verge has double yellow lines and parking is a hazard to other motorists as vehicles are now parked on both sides of a narrow road making it difficult to squeeze your car down and no doubt preventing emergency service vehicles from attending an incident.
To eradicate problem is it possible for small wooden bollards to be installed near the kerb to stop cars driving onto the verge (as this has been used to great success on other parts of the road)?
