Damaged gully and missing metal bike rack

Dark marks on pavement show where bike rack used to be. Presume it's been hit by a large vehicle and then removed. (Outside 50 High Street).
Gully on corner outside 50 High Street badly damaged. This a serious trip hazard as metal section in photograph is only lying on ground and can be removed. Is apparently damaged underneath.

Yesterday two workmen came to fix this. My colleague and I watched the two operatives cut up a traffic cone, wedge it into the gully and fill it up with tar before hammering the metal grating on top. Complete bodge and this will not last!
