I have lived at Kindlins, Upper Campsfield Road for five years now. In that time one woman died in a RTC, we’ve had numerous crashes, and today two cars collided outside our door. We don’t know if the woman injured in the crash has survived. It was carnage. I have been phoning the council for months in fear for my children. Our road is a rat run, where bikers and drivers reach excessive speeds. My children go to school on Shipton Road opposite. They currently can’t even cross safely, let alone walk down a dark road with no footpath. This road has become more dangerous over the years. Our cat was run over and every night we hear vehicles driving too fast. My children are 8 and 10, the same ages as our neighbours. They will want to walk to the Marlborough soon but it’s too dangerous to go near our road. We need action before someone else dies or is injured. It could be one of our children. I am an oxford university lecturer and a bbc presenter. I have over 100,000 supporters on public media and will take this to the papers. My husband dragged two injured boys out of a crushed vehicle today. I ran back and forth with a watering can to stop the cars going up in flames. My children were traumatised. I will go to the press. We need a zebra crossing at the junction of Shipton Road and Upper Campsfield Road. Where the houses are the speed limit should be reduced to 30. There should be traffic lights at the junction, and our children need street lights and a footpath to get to school. Please respond to this immediately as I am so upset I am ready to make a big noise. Please think with your hearts. People are dying and it could be my children next. Act now.

I have lived at Fourwinds, Upper Campsfield Road for three years. In that time one woman died in an RTC, we’ve had numerous crashes, one minor one just last week and yesterday evening at around 7.15pm two cars collided right opposite our driveway. I shall never forget the noise of the collision or the people screaming afterwards. It was like a scene out of a horror film. I’ve never seen anything like it. It was carnage. Our road is a rat run, where bikes and drivers reach excessive speeds often over the 50mph, they treat it like a racetrack! The worst offenders are the massive earth moving lorries that come from the quarry at Bunkers Hill that hurtle down past our house. I have two children who attend Woodstock Primary school, so every morning I must pull out in a 50mph road to go to school on Shipton Road opposite. I literally take my life in my hands every day. They currently can’t even cross safely. This road has become more dangerous even over the few years I have lived here. My children are 6 and 10, the same ages as our neighbours. They will want to walk to the Marlborough soon but it’s too dangerous to go near our road. It’s only a matter of time before this happens again or worse someone else dies.It could be one of my children. My husband was one of the first people on the scene (he’s an ex local fireman) and he soon realised the severity of the accident. One driver was trapped in the car and looked very badly injured. My neighbour’s husband dragged the two other people in the other car out. At one point we thought the cars were going to go up in flames. My children were traumatised. I’m also feeling traumatised. You don’t expect this to happen on your doorstep. We need you to act before this happens again. We need a zebra crossing at the junction of Shipton Road and Upper Campsfield Road. The speed limit should be reduced to 30mph like Bladon for example is 30 mph. There should be traffic lights at the junction, and our children need streetlights and a footpath to get to school. I am still waiting for someone to contact me about this. I hear the lady injured is still in hospital and in a critical condition. My children are still upset and so am I. Please can someone contact me personal before I take this further. Dr Janina Ramirez

Thank you for your report, we are now investigating this issue and an update will be posted as soon as possible. We cannot yet comment on the most recent incident as the Police investigation is still ongoing. However, whenever there is an "injury accident", the Police gather information which is shared with the relevant Highway Authority in order to identify potential causation factors and possible remedial measures. Having looked at the previous injury accident history for this location, no significant concerns have been raised and it would not be considered a priority site for action.
We often hear the phrase “does someone have to be hurt before any action is taken?” This paragraph is one often quoted. To a degree it is fair to say that the county will not react until there has been an incident. But this does not mean the county are sitting idly by with an unspent budget and waiting. What we are in fact doing is using our scarce resources to try to address sites where there is an existing and ongoing problem. I’m sure you can appreciate that we must prioritise our resources on current problem sites where people may have been hurt rather than on those sites where someone may or may not get hurt in the future. Ideally if budgets were to allow, we would be only too happy to adopt a proactive approach to accident prevention.
The A4095 is a principal A class road and as such would be expected to carry a high volume of through traffic rather than being considered as a “rat run”. We use the national guidance on setting speed limits (see https://www.gov.uk/ government/ uploads/ system/ uploads/ attachment data/ file/ 63975/ circular-01-2013.pdf ) as a basis for deciding the appropriate speed limit for any specific location – while these do provide some flexibility, a proposal for a limit that was appreciably lower than the currently prevailing speeds would unlikely be judged as appropriate unless traffic calming measures were also introduced. We would therefore usually require speed surveys to be carried out to check on current speeds. If a preliminary assessment confirmed that a change in limit would comply with these guidelines (and funding available to carry out the administrative work, the changes to the speed limit signs, and – if needed – the traffic calming measures), then the process for promoting a speed limit change is in principle fairly straightforward, although I must stress that we are required to consult widely, and that a decision as to whether to proceed would be taken in the light of the responses received. I hope these comments are of help – unfortunately at present we have no funding available to investigate / take forward speed limit proposals, and so the only realistic way this could be progressed is if the parish council were to fund (there are a number of precedents for this; also, quite a number of speed limit changes have been funded from developer contributions).
Installation of facilities such as traffic signals, pedestrian crossings and footways need careful consideration of many aspects and of course the all too scarce funding. Installation of such features would run into the hundreds of thousands and the county simply do not have this available.
Regarding the speeding issue, this needs to be reported directly to the Police who are responsible for carrying out enforcement.
Not an altogether positive reply I do appreciate but I hope it does at least highlight our position.
