21.00hrs Wednesday 22/05/2019.
I have just spoken to Thames Water about the two, alleged, serious water leaks in the vicinity of 32 Woodgreen Avenue, Banbury, OX16 0AY which have been flooding the adjacent carriageway for the last three weeks, and they informed me that, as the present estimated 1.5 gallons per minute flow of water onto the road is not chlorinated, it was not their problem. The implication was that they were "natural springs". However, I have lived in this approximate area for 50 years, and this is the first occasion on which theses "natural springs" have manifested themselves. Be that as it may, bearing in mind that this carriageway was only resurfaced barely 12 months ago, someone needs to immediately take ownership of the said problem, lest the aforementioned water-flow totally undermines and gradually washes away the said new, hitherto pristine, road surface.

Thank you for your report. I have visited this location today, 23.5.19 and Thames Water have marked the area in blue which suggests this is a mains water leak. I have also passed this information to a Highways and Drainage Officer who will be monitoring the situation.
