Overgrown roundabout and central reservation

The central reservation leading up to the Rowstock roundabout (on Newbury Road) and the roundabout itself is in dire need of maintenance. As a nearby resident I feel minded to don a hi-viz and tackle the vegation myself but I might be acting against the law in doing so without permission. If Oxfordshire County Council aren't committed to maintaining this roundabout and reservation strip then would they give permission for me to do so?
