Public footpath that runs through TVP Headquarters

We have an issue with the footpath that runs through Thames Valley Police Headquarters in Kidlington.
There was a house at the end of our drive that has been demolished and footings have been dug for a new build. Whilst digging the footing the contractor has not only damaged the public foot path but the fencing they are using encroaches on to the foot path.
Please see the attached photos, the building plot is next to Number 221 Oxford Road, Kidlington.
As you can see the footpath is severally damaged. Is this an issue that the Highways Department would deal with?

Been advised by CDC that they have been contacted by CDC Cllr Ian Middleton who is also concerned given the state of the damage to the footway. I did pass the site on Wednesday on my way to County Hall, however was unable to stop to look myself. Has a licence been applied for, for the siting of the site hoardings to be on the footway? From looking at it, i would think one hasnt.
