Flooding at persistently bad drain

The drain opposite No 23 St Giles does not drain properly. This has been the case for years, and it has been reported several times. I last reported it in February (Council ref: 1530889) and it was again reported as "fixed". After rain the carriageway is flooded to the crown of the road, and across the pavement, as it was this morning. When it gradually drains it leaves a deep and persistent puddle the whole width of the cycle lane. This problem is not being fixed by clearing out the sump.
