A three foot high green metal telephone cable box placed on pavement adjoining my property front wall. This is so close to front wall that I would not have access to that bit of my wall if I wanted to repoint in future and was placed without my permission.

Permission was granted by the council for this, they can’t really refuse to grant permission; under the terms of the General Permitted Development Order 2015 statutory undertakers such as utility companies have a right to install these on public land. I would recommend that you take up your concerns with Openreach. I doubt that the council can do anything about it, it isn’t their cabinet.

Openreach do not contact residents before installing their boxes and it is a lame excuse to state they have permission to install on public land. Does the installation permission enshrine liability on the part of Openreach and/or the council if the above wall deteriorates and cannot be pointed because of the closeness of the Openreach cabinet to the wall?

Openreach installing equipment has nothing to do with the council other than it is installed on the pavement. Openreach decide where they locate the cabinets, you need to speak to Openreach. The council doesn't control the location of the cabinets. The General Permitted Development Order 2015 ensures that it is down to the utility company and not the council. The council will not be able to help.
