A three foot high green metal telephone cable box placed on pavement adjoining my property front wall. This is so close to front wall that I would not have access to that bit of my wall if I wanted to repoint in future and was placed without my permission.

Permission was granted by the council for this, they can’t really refuse to grant permission; under the terms of the General Permitted Development Order 2015 statutory undertakers such as utility companies have a right to install these on public land. I would recommend that you take up your concerns with Openreach. I doubt that the council can do anything about it, it isn’t their cabinet.
