There are no signs indicating that a TTRO had been applied for or granted and so this closure to both the carriageway and pavement does not seem to be administratively compliant at the very least.

The TTRO is only for the prevention of vehicles and instead the whole carriageway has been blocked with wooden hoardings which are clearly in breach of the order. There should also be access for emergency vehicles which is clearly impossible.

This isn't fixed as the issue of the TRO hasn't been dealt with as the highway is still closed outside the permission granted by it.
In addition, the contractors have now put up a sign that claims that trespassers will be prosecuted for going on to the highway. This is wrong on the count that any person going on to the highway with a TRO on it is not a trespasser and even if they were, the contractor could not prosecute them as unless trespassers cannot be prosecuted unless they are on residential property.
Can you ensure that the TRO here is applied properly and these overreaching signs taken down. There is also a question about the use of private CCTV over a highway which is beyond this note.
