Post road surface repair the drain was broken and not replaced. the drain is filling up with debris and the loose parts can be dangerous to road users

I see that the drain has not been repaired but instead, has been filled up with cement/concrete. Are you aware of this? Is this an approved method of fixing storm water drains in the carriageway? To me it will confound the problem as it seems the drain cannot be removed which will result in blockages which could cause folding to my property as the drains cannot be cleared. This after spending vast sums in the summer of 2018 icing the road drains in the village must be annoying to you as a complete waste of money?
