1m wide hole which is 15m long

I don't think this work is legal as it widening a public footpath. The hole is around 20 inch deep and it not guarded off and therefore is dangerous to the public both in vehicles and pedestrians . It is dangerous in the daylight but this is un -lite at night and therefore hazardous.
