Construction works next to large trees

There is a row of very tall trees next to the footpath that runs along the top of the cemetery. As part of construction works at a warehouse behind Waitrose, works are being carried out on the access road which is adjcent to the tall trees. A layer of hardcore and a row of tall gabion baskets filled with stones have been placed right next to the trees. Is this in accordance with the planning permission for the site, as it is my understanding that trees should be protected and that includes protecting the roots and surrounding ground from becoming compacted?
The trees are extremely tall and are now confined between the tarmac footpath and the gabion baskets, and so I wonder how thier stability will be affected in the future.
