Entrance to bridleway is obstructed to horses and cyclists by locked gate

According to the Highways Act 1980, section 115:

"the highways authority may only [place objects or structures in the highway] for the purposes of giving effect to a pedestrian planning order, enhancing the amenity of the highway and its immediate surroundings or providing a service for the benefit of the public or a section of the public"

The locked gate and other barriers between the road and the bridleway at the East end of Main Road in Fyfield prevent access to the bridleway by horse riders and cyclists. Please could these be adapted to allow these users of the bridleway to access it.
