Light flickering and causing interference with braudband in the area

I am an Openreach specialist braudband enginer and am working on a couple of negbours faults. Their internet drops out daily when the street lights come on. Light 13 is the only one that goes purple and flickers as it’s warming up, giving out interference. Once it has warmed up and stays yellow, the braudband comes back on. Please replace bulb/starter that is causing this problem
