Control of staffed traffic lights not sufficient

Despite the temporary traffic lights in the building site at the F1 Williams round-about being staffed, there were very long queues on the A338 coming from Wantage again (around 7.45 am). The person staffing the traffic lights actually did not pay attention to the traffic flow but instead sat on the curb and was very much "focused" on a mobile phone. This is something that I have observed on a few different occasions over the last weeks (no other exact dates except today, though). Would it be possible to highlight to the contractors again that not having the traffic flow being controlled properly causes a lot of delays and inconveniences for people in the area? Many thanks.

Today again, passing the traffic lights at 7.55. 20 minutes wait from Wantage, no wait on the other side going towards Wantage. And the person at the traffic lights sitting on the curb again on this phone.
