Overrun of roadwork timescale

These roadworks commenced on 7/1/19 with the statement 'for up to 9 weeks'. This was then extended to 'for up to 11 weeks'. The 11 week timescale expired on Sunday. These works are causing huge tailbacks because the operator doesn't seem to know that the weight of traffic in the morning is northbound and in the evening is southbound. Presumably these works have overrun because it is not unusual for me to drive past mid-afternoon only to find no-one working. How much longer do we have to put up with this? I also hope that the road surface on the side where the work is complete is not the permanent one as the quality is appalling.
