Locked gate obstructs bridleway

Access to the bridleway has become limited by padlocked gate. It appears that an attempt has been made for pedestrian access by limited cutting of hawthorn hedge (but this may have been undertaken by public). It is no longer possible for riders on horseback to access this PROW. I would suggest also that less able walkers will at best find difficulty at this point. Off-road cyclists are also likely to be compromised

Cannot understand why this gate to a bridleway remains locked. Oxfordshire CC were to look into this a few weeks ago
