Lights out of sequence

Coxeter Junction is a notorious pinch point made worse by the way the lights have been set to favour traffic approaching the junction from Ock St and not from the town itself, the upshot of this is a situation now exosts where there is often no traffic approaching from Ock st, but traffic approaching from Hish st is held on red lights, this causes traffic to queue back along High St (thus blocking West St Helens st) Bridge street and all along the Culham road, in effect the town becomes completely grid locked for no reason. Can engineers re set the lights in favour of High St traffic over Ock St traffic?
