Tree needs cutting back outside number 19 Woodlands

The Woodlands (Standlake) Residents Association Ltd has informed me that the tree outside number 19 Woodlands, ox297ra, is owned by the highways agency. This tree has not been trimmed in a number of years (If ever) and is now substantially taller than neighbouring houses which it's sits in close proximity to. On a regular basis smaller pieces of the tree fall on to neighbouring cars and gardens. While the main trunk seems sturdy with a bit of give in the wind, a number of the larger trunks are becoming more precarious in high winds and creaking has been observed (the photo box would not allow me to include a video). Please can you confirm if you own the tree? If so, would it be possible to have some of the higher branches trimmed to lessen the amount it moves in the wind as it will be more protected by the houses, and to stop less debris falling on to cars and property.
