Pavement not suitable for wheelchair

Hello. The pavement next to the houses leading to the church is too narrow for my wheelchair, especially when cars are parked there. Plus, the dip in the pavement at the end of the pavement (church end) is too high for my wheelchair. Last Sunday I couldn’t access the path, I had to try and cross the road to the other pavement, this was difficult as cars blocked the pavement access. I had to go along the road until I could access the pavement. On bin days this pavement is also blocked meaning I have to find another way to cross back to the other pavement.
Lastly, could you advise me who would need to be contacted for the following? When work is carried out on pavements many pavements are blocked off with very short notice and invariably without ramp access. In a wheelchair this means I have to turn around and find another way. I understand many don’t think about wheelchairs, however it would help to raise awareness to make sure access is considered for wheelchair users to. Thank you for your help.
