Three 'trenches' left by Thames Water across the width of High Street

Thames Water carried out works in High Street last weekend (26/27 January) during which time High Street was closed to traffic. I assume the works were related to the new houses being constructed at that location. However, the reinstatement of the carriageway is abysmal, three 'trenches' having been left across the width of the carriageway. I understood from the Highways Act that utilities were required to carry out proper reinstatement of the carriageway following works they have carried out. And that the highway authority had a statutory duty to ensure those reinstatements were carried out correctly.
