Badly phased/prioritized lights

The emergency traffic lights associated with Thames Water works are often not working or poorly phased causing near misses (potential for head on collision, impossible to cross safely on a bicycle due to the distance between the lights). During evening rush hour traffic is unreasonably backed up along Grenoble Road. It took literally 40min to cover the distance between Science Park entrance and lights at the top of Brick Kiln lane, that is less than 1mile in 40min!!!
