Enforce the 15:00-18:00 restriction on cars turning out of Churchill Dv

Every day, in spite of dire warnings inside the Churchill site for cars not to exit via the Churchill Rd traffic lights they continue to do it in large numbers, during the three hour restriction. I see there is a camera on the traffic light pole opposite the entrance which is presumably intended to assist in enforcing this condition of the scheme. Does it get enforced? It cases huge tail backs many nights for all Old Road traffic heading toward the Slade/Windmill Rd lights. It is presumably that situation that was expressly foreseen when the restriction was imposed. Can it please be enforced?

This is not about parking controls, but about restrictions on egress from the Churchill Hospitals site via Churchill Drive between 1500 and 1800 each day. It is routinely ignored and causes/exacerbates these tail backs often almost back down to the Gipsy Lane traffic lights.

Neither Oxfordshire County nor Oxford City Council's have the authority to enforce moving traffic offences.
Unfortunately it appears that the wrong "enforcement response" was selected previously and apologise for the confusion caused.

So who does? Who, for instance, monitors and issues tickets for vehicles flouting the day time ban on traffic through the "bus gate" on the High? Or, if this arrangement was a condition of a planning application on the Churchill/Old Road campus sites is someone in breach of planning obligations perhaps? Or if it was part of the Access to Headington project, who monitors compliance and its ongoing success or otherwise? Is it the police perhaps? I'm happy to contact whoever has the responsibility.

The "Bus Gate" is enforced using powers for local authorities to enforce Bus Lanes which is not applicable here.
Churchill Drive is not "Highway" so is outside the jurisdiction of either Oxford City or Oxfordshire County Council.
Also FixMyStreet is intended for reporting highway defexts or requests for new traffic controls rather than Enforcement. Consequently none of the enforcement agencies subscribe to it.
