Temporary traffic lights causing 5+ miles of queues on A34N

This morning on my way into work at the Harwell Campus from South Wales, because of the queues of traffic coming North from the M4 to the A34 it took me longer to travel that short stretch of the A34 than it did travelling the ~70 miles of M4 passing through Bristol and Swindon exits around rush hour! This is a very bad way of carrying out repairs to have such badly-timed traffic lights in place at peak travel times. In addition, this would have caused a large increase in pollution this morning with so many vehicles crawling in stop-start traffic for at least 5-7 miles in distance averaging less than 10 MPH for the entire time. Please take down the traffic lights during morning and afternoon/evening peaks - not only did people's commutes get delayed coming into the Harwell Campus and surrounding areas, anyone travelling North from the M4 were also severely delayed!
