Not long enough on green

The approach from Rose Hill roundabout to Heyford Hill, the traffic lights timing on Heyford hill have been reduced by half on green. I use this junction every day between 7.45 am 8.15 am and there used to be very little problem getting through, since the liights have been fixed traffic is gridlocked back towards the Cowley junction. There used to be about 45 seconds on green now this has been reduced to about 20 seconds. Can this be looked at urgently.
