Speeding through the village

We've recently moved to Stonor and cannot quite believe the speed at which people drive through the village, this extends to Middle Assendon and Lower Assendon. Just this morning on my way to Henley there was a run over otter at the side of the road in Middle Assendon (see image). In Stonor itself, people seem to think the 30mph limit does not apply as they drive through the village. There are no pavements so often villagers are walking along the side of the road to get to each others houses, and also we have walkers using the village, horse riders, cyclists, a farm where they move livestock. It's not just the safety element but the noise that this speed also creates is a nuisance. Please could this be looked into further as really we need some kind of traffic calming enforcement in place to stop people driving recklessly and causing a potential accident.
