Need for repairs to bank at Bear Cottage, Reading Road

As per attached photos the bank at the front of Bear Cottage is being eroded by water pooled in the road and being constatntly splashed onto the the soil by passing traffic. We wish to build a retaining wall or make other remediation but are unlcear how to progress due to the proximity of the road and lack of clear boundary. I would be grateful of some advice on how to secure the bank in a way that is in keeping with the property but also safe

Thank you for your report. metcustomer on site suggested he contacted district council /parish council with regards to installing bollard to stop vehicles encroaching onto verge

Thank you for the response but please could I confirm that I have not spoken with or met anyone employed by SODC or been given advice. Not sure who the 'customer' was that he or she met on site?
Also I contacted the Parish Council before contacting SODC and they advised they couldn't help but that I should speak with SODC. Suggesting I now contact the Parish Council is therefore very confusing.
Please could you confirm who is accountable for this type of issue so I can discuss it with the right authority
