Dangerous unlit and unsigned island

I was driving on the A420 on Saturday 15/12/18 at 6pm, going from the direction of Kingston Bagpuize to Littleworth. The road is 50mph limit. It was dark & raining. As I was approaching the entrance of the service station I saw a van with hazards on just past the entrance. This was on my side of the road so I indicated and started moving to pass it. As I did this my front offside wheel made contact with an island in the centre of the road. The impact was so great that it caused significant damage to my tyre and alloy. Island was completely unlit; there were no signs or bollards, to identify it or make it visible. Not only dangerous for drivers but also pedestrians (As it's clear this is for a crossing but has clearly not been finished); it could cause a serious accident if anyone were to be driving faster than 50mph. I was made aware by petrol station staff there that this had also happened to other drivers the previous week, the day before, and I was then told that 4 others did the same within just over an hour. The police attended and put out temp lights and cones. Due to the dangerous road conditions & build up of Cotswold Recovery the road was not safe for me to take pictures at the time, these were done on 17/12/18 in daylight. It now has temp signs, lights and cones but as ref 1488994 shows there was none of this before the incidents. I will be putting in a claim for my replacement tyre, the wheel alignment and alloy, which is a significant amount of money. This could have been avoided, had it been rectified when the problem was first identified. In the photos you can see the damage caused to the curb from the amount of cars that have clipped it.

The developer/contractor carrying out the work is aware and have made the necessary improvements. OCC claims team are also forwarding all claims onto the developer for them to action.

The repairs to the barrier at the junction of the A420 and the Bampton Road were meant to be 10am-3pm. Why then are the lights being set up before 9am (even though no contractors are there at that time) at the busiest time of the day? This is adding to the rush hour traffic. The restriction is meant to be only between 10 and 3.
