Why are these width restrictions here?

What is the purpose of the carriageway restrictions either end of Little Milton? They aren't by a school so can't be to slow traffic. The amount of additional pollution caused by the queues of cars held up in the rush hour must surely outweigh any benefits? The one on the other end of the village actually causes the worst queues. Could the value of these be reviewed?
