Roadworks causing severe traffic jams in all directions

It is December. Retailers are desperate to make some money and customers are staying at home because Banbury is at a standstill again. Day after day since work started alongside Hennef Way there are huge jams in Banbury. Hennef Way hardly copes at peak time and other times and a blockage here has the knock-on effect of blocking all the major road arteries in Banbury. eg it took 45 minutes to LEAVE Tesco car park as all of the roads around were already blocked thanks to the roadworks. It seems to be a simple matter of trenching and laying cable of some kind off the road, so why not do the work overnight? Or give a time limit that forces more rapid completion? And why now in December? Please consider the implications, time the work to minimise disruption to traffic and monitor what is happening. It feels like contractors get priority regardless of the impact on others. This isn't emergency work, so shouldn't be happening now. It shouldn't be allowed to take this long if it causes this level of disruption.
