Hedge Blocking Footpath

Hedge so overgrown that it is almost impossible for a single pedestrian to walk along the footpath. let alone pushchairs and wheelchairs. Hedge is bordering South Avenue, but believed to belong to 10 West Avenue. This is on a blind bend and so dangerous to be forced to walk in the road. Hedge needs to be cut right back off the footpath, not just a light trim.
