Unnecessary traffic lights

Today temporary traffic lights appeared outside the Inn at Emmington, chinnor road. There are no holes in the road here, the verge has been dug up but it does not encroach onto the road, there is NOTHING in the coned off area that should prevent us using this piece of road.. Please tell me why you allow workmen to hold up the motorists getting to and from school or work for no reason.
