Defective road repair by utility company outside 34 Nuneham Courtenay

A new water main was recently installed to my neighbour's property at 34 Nuneham Courtenay. This work was carried out by the utility company in October 2018. The new water main runs across the A4074. The repair to the road following the work has left a depression in the road surface which results in significant noise and vibration from HGV's. Our house shakes whenever a HGV crosses the repair at speed. This causes a "thud" which can be both heard and felt throughout our house as the axles cross the repair. Noise and vibration levels are especially elevated between 5.00AM and 7.00AM on weekday mornings when there are many HGV's using the road which ignore the 30mph speed limit. The problem is causing us significant sleep disturbance and I am also concerned that structural damage to our property may result.
I live at no. 35 which is immediately adjacent to 34. Our neighbour at 36 who is further away has also remarked that she is experiencing the same effects.
I appreciate that the issue is a result of work carried out by a 3rd party, but presumably you are able to instruct them to rectify the defect.

This issue has not been resolved. It’s affecting the integrity of the houses and also sleep - affected by the noise and vibrations sent through the property.
Please respond and fix asap

The issue has still not been resolved after over 2 years. I note that resurfacing is taking place on the A4074 close to the village so I assume that the road through Nuneham Courtenay will also be resurfaced.
Please can you ensure that this defect is rectified at the same time.
