Land creep onto green of Mandhill Close causing overgrown bushes and blocked view of road

A property backing onto Mandhill Close has illegally extended it's land boundaries by pushing back bushes and hedges onto green of Mandhill Close. This has caused obstruction of road view on Mandhill Close. There used to be a clear view of road and pavement between telephone pole and the bush on the corner of turn of Mandhill Close. The bush has now been pushed back towards the green and grown so much that the view is no longer possible, leading to dangerous driving, since you're unable to safely see if a car is coming up the road towards you. The bushes from the green have also not been maintained by the council and the branches overhang the pavement. The bushes on the green were once even but now, because of land creep of said property, the bushes behind one property has spread. Not sure why they aren't being chopped back. No reason for it. I have contacted Grove Parish Council numerous times regarding this (for at least over two years) but nothing has been done, so I am now filing this report online.
