Broken up pavement outside number 16 The Paddocks

The pavement has been broken up for months and filled with loose rubble which has also broken up causing further hazards. There is only one pavement on this street and there are disabled residents. Today my 5 year old son tripped and injured his knee on it. I know the property close by is getting work done so this may have been caused by builders. Can you confirm who is liable in case of any further injuries related to this? Thank you.
