Bollard damaged on Mably Way/A417 island

One of the yellow flappy traffic bollards has been knocked over, on the pedestrian refuge at the junction of Mably Way and the A417.
It's been down for at least a month: it's one of the non-illuminated, "flat" ones with what looks like four bolts at the base.
At present it's still lying on the traffic island, can it please be re-installed, or replaced if broken.
