Large ash tree

Do you own the verge adjacent to stainswick Lane which is behind our house ( 2 West End Road ) . This verge contains a large ash tree directly behind our house and garden. If so could you arrange to cut down a couple of branches from a tree which precariously overhangs our property. The tree would appear to be on highway property along a busy road but the branches protrude over our garden. One branch has already fallen which would have been very dangerous if not fatal had we been outside. It seems only a matter of time before another strong wind occurs and a further branch falls. In which case I presume the council would be liable for any damages? I would be grateful if you could confirm you own the tree and can carry out the works described above.
