Two close together potholes, in an accident blackspot, being ignored with the usual copy and paste response about not a defect and will be monitored.

Thank you for a new 'copy and paste' response, can anyone clarify what this response actually means please as it is rather ambiguous? So i am assuming you are saying that this and the many other holes on this stretch of road do not meet investigatory levels as previous answers state that they do not meet the criteria to be a defect, and that on routine inspections they will be monitored so that when they do worsen and reach the criteria of a defect, will then be actioned for repair? Or that now it has been investigated, it has therefore reached an investigatory level, it will be actioned for repair at some point, in which case why is the routine inspection required? Could you please clarify the situation, and just actually repair the potholes, it would be a lot easier in the long run instead of putting up such a fight to avoid repairing them now?
