Deep and dangerous hole beside the road

My first photo shows a deep and unguarded hole (c1.5 metres deep) very close to the highway on the south side of Woolstone Road some 15m from Bridge Cottage, heading out of Uffington. The second photo shows its location when it had a guard around it. I reported this 18 months ago under Council ref 790024 and the response was 'Thanks for reporting this issue. This manhole cover is the responsibility of a service company and we have let them know. Posted by Oxfordshire County Council at 18:13, Mon 15 May 2017' Nothing has happened since then and I would be grateful if you would take this up urgently with the service company before a person or horse breaks a leg or worse.

The large and dangerous hole is in exactly the same state as it was when I reported it - more than once. It has NOT been fixed.

The hole is still there and I have been reporting it for probably three years. A Highways expert marked it in red as very dangerous some 18 months ago for attention by Thames Water but the red faded away very soon. Please highlight this for TW or tell me what I need to do to get it fixed.
