New pothole developing

This section of road is continually being patched but yet another pothole has appeared (see bottom left of pic 1) while, at the same time, the edges of existing patches are breaking up. Despite there being a weight limit on the road HGVs still use the road (see pic 2). Passing vehicles (lorries, pickups and tractors, many with trailers) carrying loads rattle and shake when driving over this section. Not infrequently we are awoken by the thumping sounds or shaking of our home caused by such traffic. Could not a smooth surface be laid here to obviate this nuisance. A developing problem is the already patched section (picture bottom right) which has dipped and causes the shaking and noise already described.
