Lines required for car parking

Broadwell Court is made up of 8 houses. Out of the 8 houses, only 5 houses attempt to park their cars in Broadwell Court where we are supposed to and one parks in the other car park off Ashby Road.
When I moved in, in April 2008, I was reliably informed by the previous owners that I had a parking space which was outside my house. This made total sense: 4 cars parked down each side with space for 3 at the top for visitors. In 2008, I always got 'my' parking space. Since 2013, it has become increasingly difficult to get a parking space in BC due to the residents of Rookery Way parking and also the fact people cannot park properly. Tonight I came back and there were 3 cars parked down my side, with no space for me due to the angle these parked at. My next door neighbour usually parks on the grassy section next to my house as she can't get a space outside her house either. Because of this I want to drop my front wall and park on my front garden (which is already hardstanding).
Ideas: 1. Are you able to paint parking lines so people know where to park to maximise the space available? 2. Is it possible to get a Parking Permit for the 8 houses that actually live here rather than the other houses who have the massive parking area and who don't use it? 3. Possible solution: knock the garages down behind me that are not being used and create a car park for Rookery Way residents. 4. How do I go about querying dropping the kerb and parking on my front garden?
