Possible high water table causing ingress of damp

Noticed ingress of damp in area of outside investigation 3 months ago, ground seems very wet and appears to have built up and possibly gone under foundations, entered alongside waste pipe? We are lower than road level with drain in road water level visible at possibly higher level than normal?
