Footpath blocked by overgrown council shrubbery

The footpath on the south side of Peachcroft Road between Norris Close and Lindsay Drive is becoming blocked by an overgrown council shrubbery. The footpath is used daily including by children making their way to and from school. Soon they will have to step on to the road to get by.

This has got significantly worse as the hedge in the 1st photo hangs so you have to duck to avoid being hit by the foliage. I am not tall so its a problem for most. Also the path is very narrow now due to the huge hedge growing out across the path, its a constant problem every year. Not maintained regularly enough, and its laurel which grows fast and is enormous! PLEASE can it be cut back properly?
