Continuous stream of water on path

This problem has now been present nearly a year.
Water is continuously present along the path due to water coming from the hedge row. This problem will soon become very dangerous to cyclists and pedestrians when it freezes over in the winter as in some places it is unavoidable. The stretch of water runs for approximately 50 metres.
It would also be good to know the nature of the water source, is it fresh water or sewage? As if you are on a bike you get covered in it everyday.

This has been reported to Thames water and they have marked the path but I agree as a cyclist it will become very dangerous
