Cycle path barriers necessitate dismounting bike

The barriers on the cycle path between Jackman Close and Radley Road are angled so that on a bicycle you have to dismount to pass through. A bike with a child trailer means unhooking the bike and trailer and difficulty manoeuvering the trailer (and child) through. Or to turn back. A tricycle cannot pass at all and has to turn back. Is this a cycle path or not?
