Temporary traffic lights at Long Hanborough housing development

Temporary traffic ligfhts have been placed at the enterance to the new house development on the edge of Long Hanborough. This is creating massive delays all the way back to Witney and has resulted in me not being able to pick my chiuld up from school on time on Friday and now I have missed my train to work today and am taking the day off unpaid. I firmly believe that no planning on disruption during busy "rush hour periods" or traffic light sequencing has taken place and wish to urgently advise this needs investigating as the unplanned chaos is simply not acceptable.
