Large concrete and wooden bollards near pathways

Various concrete bollards and now wooden posts have been erected on the front areas of properties in st Nicholas road. These are an eyesore and also very dangerous as this route is to the infant school and I recently saw a young child swerve on his bike and crash into the wooden bollards outside No 16. He nearly swerved into the road and it is such a busy road at schooltimes he could have been hit by a car. Apparently they are placed there to stop people parking on the top of the grass outside the property but as I understand the grass is not owned by the householder but belongs to the council so why are the obstacles placed there unbeknown to the council, surely they should have had permission to do so.
